SHE Marts: A New Path to Women’s Economic Empowerment




In the Union Budget 2026, Finance Minister Nirmala Sitharaman introduced a landmark initiative aimed at strengthening women-led enterprises and deepening economic inclusion—SHE Marts (Self-Help Entrepreneur Marts).


This new policy marks a purposeful shift from traditional credit-linked livelihood support to enterprise ownership and market access for women, particularly those associated with self-help groups (SHGs).









What Are SHE Marts?



The initiative builds on the success of the Lakhpati Didi programme, which supported women in self-help groups (SHGs) to achieve sustainable incomes. By contrast, SHE Marts aim to transition women from livelihood beneficiaries to business owners, giving them control over pricing, branding, and market linkages.



SHE Marts are community-based retail outlets run by women entrepreneurs through SHG federations. The objective is to move women from livelihood support to enterprise ownership by:


  • Providing organized retail space

  • Enabling brand visibility

  • Improving price realization

  • Strengthening local supply chains




What Makes SHE Marts a Game-Changer?




For years, self-help groups (SHGs) have played a crucial role in mobilizing women into economic activity. However, many women producers remained confined to local markets with limited pricing power and inconsistent demand.



SHE Marts aim to bridge this gap by:-


  • Providing organized retail platforms managed by women entrepreneurs

  • support to long-term business sustainability and asset creation

  • Create dedicated retail spaces to Improved product display & branding opportunities

  • offering a platform for structured retail presence for Better price realization

  • Help women to move from credit-linked livelihood to enterprise ownership.

  • Supported by enhanced and innovative financing mechanisms, enabling SHGs and women entrepreneurs to access credit and working capital more effectively

  • Women-led enterprises become active participants in sourcing, manufacturing, packaging, distribution, and retail networks.

  • Strengthens Women-Led supply chain resilience, reduces dependency on intermediaries, improve quality standards, and increase scalability for both businesses and women entrepreneurs.




How Will SHE Marts Influence the Economy?



SHE Marts represent more than a retail initiative—they reflect a strategic policy direction focused on inclusive, women-led growth. By integrating production, branding, and retail under a structured framework, the government has moved toward creating a sustainable entrepreneurial pipeline for women.


If implemented effectively, SHE Marts could become a model for decentralized, community-driven enterprise ecosystems—bridging the gap between grassroots production and organized markets.


SHE Marts represent a structural shift toward market integration, enterprise ownership, and sustainable income generation for women entrepreneurs. The initiative promotes enterprise ownership over subsidy dependence, encouraging sustainable business growth rather than short-term livelihood support.


SHE Marts also contribute to financial inclusion and formalisation, bringing more micro-enterprises into the tax and compliance framework. In the long term, this can increase productivity, expand MSME participation, generate employment, and support inclusive GDP growth.


This initiative signals a policy evolution—from supporting production to enabling market access and brand creation.


Overall, SHE Marts are not just a social empowerment initiative—they are a structured economic reform aimed at widening India’s growth base.
